Doctoral enrollments as a proportion of the overall student population are relatively low: below two per cent in Ghana, Kenya, and South Africa, and slightly higher at 7.8% in Ethiopia. However, the shortage of PhD-qualified staff in universities is a salient feature in Africa, with the proportion of the overall staff ranging from 8% to 43%.In addition, the majority of PhD holders and students in Africa are mature rather than younger cohorts entering directly from master’s degrees. This means that within the next twenty years, over 70% will be retiring in addition to the fact that they may not be in tune with modern technology and the needs of the current generation. Previous research has also identified the relatively mature age of PhD cohorts in the region, for example, the mean age being between 35 and 45 years in South Africa and average age of 52 years in most African countries. Indeed, current regulations and institutional pressure to for African HEIs to produce more PhD-qualified faculty have made a need for an institution to focus mainly on doctoral education. In addition, the need for research, development, and innovation in industry has also created a niche for the executive management team to have insight and knowledge in research and innovation, and acquiring a doctorate is one of the surest ways to prepare such executive management and industry staff of R&D departments. In view of the above, there is a need to have a specialized doctoral institution focused on:

• Doctoral training with a focus on young people in Africa.
• The training and research which be from industry and issues affecting the countries in Africa.
• Doctoral research output from students should focus on driving socio-economic development, employment creation, inclusivity, and innovation.
